We are seeking an experienced and strategic HR Manager to lead our HR efforts in a dynamic construction environment. This role will focus on recruiting domestic employees as well as managing relationships with service providers for foreign employees. The ideal candidate will have a strong background in HR practice in the construction industry and a deep understanding of local labor laws and international recruitment processes.
Key Responsibilities:
Developing and implementing an effective recruitment strategy to find local talent in line with project needs.
Collaborate with service providers to ensure a smooth foreign worker recruitment process, contract monitoring and compliance.
Conducts thorough research of open positions, sorting and prioritizing them based on departmental needs and project timelines.
Creates clear and compelling job descriptions that accurately reflect role requirements and responsibilities.
Maintains communication with department heads regarding open positions, hiring procedures and timelines.
Fosters a positive workplace culture that promotes engagement and employee retention among local and foreign employees.
Responds to employee inquiries and concerns, mediating disputes and facilitating resolution processes as needed.
Implements performance appraisal systems tailored to the construction environment, providing guidance to managers to evaluate employee performance.
Supports continuous improvement through training and development initiatives.
Identifies training needs specific to the construction industry, including safety and compliance training, and coordinates effective programs.
Develop new employee onboarding programs, including orientations for foreign employees regarding company policies and local practices.
Maintains up-to-date employee records, ensuring all documentation complies with regulatory requirements.
Oversees the compensation structure of the benefits program for domestic and foreign employees.
Collaborates with management to drive initiatives that improve workforce planning and development.
It promotes diversity and inclusion strategies in the workforce, recognizing the unique contribution of local and foreign employees.

Qualification:
Bachelor's degree in Human Resources or Business Administration or related field, HR certification preferred.
5+ years of HR experience
Excellent interpersonal and communication skills, with the ability to work effectively in diverse teams.
Strong analytical and problem-solving skills, with a proactive approach to HR challenges.
Knowledge of HR software and Microsoft Office suite.
Skills and Abilities:
Fluent in written and spoken English
Basic knowledge of Arabic (reading and understanding) would be considered an advantage
